"Hopeless People Unite!"
I think I've nailed what makes the TV series (so far) less appealing to me than the OAV series. In the OAV series, it was all about style. Nancy fighting, the slick animation, everything. In the TV series, style is ditched for a lot more, straight-up, over-the-top action.
That's just a basic level complaint. So far, after watching two episodes of this show, I'm turned off by the fact that the four main characters (paper sisters and Nenene), are just not very likable. The paper sisters are so stupidly clueless (and bumbling), that I really can't sympathize with them. I do sympathize with Nenene, but she's well-portrayed as an annoying celebrity. That's cool, but I still don't like her.
I hope someone can explain to me exactly what the red/pink color ovals underneath the eyes is supposed to indicate. It'll probably increase my appreciation of this show at least tenfold.
Storywise, this episode is kinda light on plot, just trying to be funny with the paper sisters' inability to do anything right, and generally annoy Nenene. It's only a little funny, and it's honestly painful to see how useless they are.
More action!

The sisters do develop into quite likable characters (by episode 3 or 4 at the latest), when you realize that they're not bumbling or clueless -- just really dedicated to something other than random social graces. The action picks up too, but in moderation; there's never an overabundnace of pointless action, which was one thing I didn't like about the OVA.

Yeah, you're right... it's like that sweat-drop thing: a time-honored convention that, for better or for worse, permeates most animes.

In 'normal' society, they are rather bumbling... which is probably the reason why they're in a dinghy HK flat.
Don't you want the sisters to have more personality than just their powers?

Well, fans of the OVAs that aren't liking the series'll probably become more interested around episodes 12-13. Episode 9's when the story starts to spice up. At episode 10, you're lead to realize the characters are deeper than they appear - they just don't show so. Well, the older sisters are pretty stereotypical, but not Anita. That's something you'll realize after seeing the first 10 episodes. Anyway, at episode 14 a lot of things'll be explained, and, at episodes 15-16, you start to see things start to get big. I haven't seen the series past episode 16, but people who have say it gets better and better, losing the sort of episodic feel of the first 8 or so episodes, to become a breathtaking, "why-the-hell-you-can't-tell-me-what-happens-next-NOW?!?!?!", sort of series. Fansubs released are currently around episode 24, with a scheduled 26 total.

The stories pick up after ep. 13, becoming more and more action thriller if not violent. At some point, the screaming and yelling can get unbearable, particularly around ep. 20, but it's still understandable considering the real background of three sisters, which also explains their clueless social life (means, that the first few episodes showing the clueless three sisters has a purpose on it). Everything becomes clear, well... at least almost everything, which also explains a lot of unanswerable questions from ROD 1 episode such as what is the British Special Force thingy and their motives.

Maybe Im not as critical of shows as you, but I am thoroughly enjoying not just the story and the artwork, but hte characters. I think michelle is funny as hell, anita is the perfect "bratty smartass little sister" and Maggie is a hardcore bibliophile, most like yomiko. Nenene is perfect as a struggling author whos life just turned upside down. Its brilliant.
